Social Welfare Levels Provided by Employed in the Perspective of Social Politics from the Regional Distribution of GDP (2004-2014)

Abstract

Social policy is based on fighting disadvantages caused by inequalities in every field today. Therefore, regional inequalities are also the main field of study. In order to produce social politics, it is important to first determine the cause and severity of the present disadvantage. The purpose of this study is to determine the level of social welfare, provided by the regional GDP distribution between 2004-2014 according to LEVEL 2, and the social welfare losses caused by the unequal distribution, of the people who were employed in Turkey. The data set used in the analyzes was compiled from the TUIK. The Atkinson regional inequality index approach is used as the analysis method. Under the scope of the analysis, Atkinson indices were first calculated for the eleven-year period from 2004 to 2014. In the second stage, based on the Atkinson index coefficients, the social welfare and social welfare losses of the employed people were determined in percentage terms. In the third stage, the proportion of the welfare and social welfare loss and GDP with current and fixed prices, which are perceived and not perceived during employment, are calculated for the period 2004-2014 at current and fixed prices. In the last stage, the amount of the perceived and unperceived GDP (perceived efficiency) per employee, which also expresses employment productivity, was calculated. The findings show that there has been an improvement in the regional distribution of GDP based on employment, especially from year 2010. This means that the loss of social welfare is decreasing both in real terms and in rates. Findings of convergence between regions obtained in preliminary studies overlap with those obtained in this study.
